On Oct. 20, 2014, Ministry of Commerce held the Forum on the situation of Making use of foreign investment, to which Professor Lu Jinyong was invited to participate. Professor Lu made addressed the meeting on An objective view on the increasing complaint of foreign businessmen on China’s investment environment in recent years. Since this year, facing the slowdown of foreign and domestic economy, the situation of our introduction of foreign capital has been unpromising——not only the economic growth slowed down, there were also negative growth in some months. Besides, some foreign businessmen made complaint about China’s investment environment. Under the new circumstances of foreign and domestic economic, we need to analyze and study how to improve the ability of introducing foreign capitals, to make the investment environment better, and what policies the government needs to adopt. The topics for discussion on seminar included: global direct investment situation and the situation of introducing foreign capitals in China, our investment environment and the new trend of the development of multinational corporation in China, the sufficing condition of bilateral investment liberalization, the development direction of foreign-funded industry in the future, etc. Other experts who participated the forum included: Wang Zhile （the head of NATC）, Zhang Yansheng （Secretary of the academic committee of NDRC）, Bi Jiyao （the head of Institute of foreign economic research of Academy of Macroeconomic Research of NDRC）, Zhao Jinping （Administrator of Ministry of Foreign Trade and Economic Cooperation of DRC）, Meng Yanbei （Professor in College of Law of RUC）, etc. Wang Shouwen, Assistant Minister of Ministry of Commerce, held the conference and made the summary. Other attendees of Ministry of Commerce include Director of Department of Foreign Investment Administration Tang Wenhong, deputy director of Policy Research Office of CPC Central Committee Yang Zhengwei and deputy inspector of Department of Foreign Investment Administration Cao Hongying, etc.

      Ministry of Commerce held the Experts’ Seminar on Business Strategies on Oct. 23^rd 2014. Assistant Minister Zhang Xiangchen held the seminar, to which Professor Lu Jinyong was invited. Other leaders and experts who attended the seminar include: Shen Danyang （Director of Policy Research Office of CPC Central Committee）, Huo Jianguo （Dean of CAITEC）, Pan Yue （Deputy Director of Department of the Senate in Education Department Party School of the CPC Central Committee）, Lin Guijun （vice-president of UIBE）, Xie Zhihua （vice-president of BTBU）, Song Ze （Researcher of CASS）, etc. The seminar mainly deliberate over Some Assumption of Business Strategies and Special Project in a Coming Period worked out by Ministry of Commerce. Experts participating in the meeting offered modifying suggestions to the document （concluded as 435 Strategic Plan）. In order to boost the development of national business program, Ministry of Commerce plans to implement four strategies: Foreign business “double excellent” strategy, legal trading strategy, market integration strategy and High standard FTA strategy; three projects: value chain promotion project, intellectual business project and Online Silk Road Project; five plans: the Plan of the Beauty of Chinese Enterprises Abroad, Convenience Program, China-Africa industrialized Partner Plan, the three-year Multiplication of Brand Export and Plan of Brand Export and Grand China FTA Plan.
