题目：Warlords and Failed States

ABSTRACT: We investigate the function of state and show that the ability to provide public goods substantially deteriorated in the early stage of state formation of modern China. When local rulers developed into warlords, their willingness to provide disaster relief was seriously constrained by factors that affected their ability to defend their territory. Such failure was largely driven by the warlord’s incentives, rather than his resources, and lead to more famines and pushed more people to side with the communists. Insufficient disaster relief also has long-term negative economic impact.

讲座人简介：黄张凯，清华大学副教授，研究领域为公司金融和企业问题、政治经济学、经济史，论文发表于AER等国际顶尖期刊。
