讲座题目：Decentralization and Environmental Regulation: Evidence from China's Legislative Decentralization Reform

讲座摘要：This paper examines the environmental consequences of decentralizing legislative authority in China. Exploiting the staggered rollout of a 2015 reform that empowered over 237 prefecture-level cities to enact local laws, we construct a city-by-month panel （2010–2023） linking local legislation with high-frequency water quality and enforcement data. Cities newly authorized to legislate and that adopted environmental laws achieved substantial gains: the share of swimmable water rose 24% and severely polluted water declined 21%, supported by stronger enforcement. Text analysis shows effectiveness is concentrated in higher-quality laws. Our findings demonstrate that legislative decentralization, when matched with institutional capacity, yields significant environmental improvements.

梁远宁，北京大学经济学院助理教授，研究领域为环境经济学和交通经济学，尤其关注生物多样性相关经济研究。梁远宁博士毕业于美国康奈尔大学应用经济与管理学院。在Journal of Public Economics, Proceedings of the National Academy of Sciences, Journal of Urban Economics发表论文。
