讲座题目：Information Asymmetry, Fiscal Competition, and Optimal Interregional Transfer

讲座摘要：This paper examines the optimal design of intergovernmental transfers when information asymmetry between central and local governments generates significant externalities through interregional competition. Such externalities are prevalent in both developed and developing economies. In our model, the central government allocates transfers according to observable local output determined by local private information, output shocks, and endogenous fiscal expenditures. Information asymmetry generates both moral-hazard incentives and political motivations driven by career concerns for local governments. Thus the optimal transfer policy functions simultaneously as the information rent and Pigouvian taxation correcting fiscal competition. Career concerns may, under certain conditions, increase information rents through the corrective mechanism. Using 2019 Chinese county-level fiscal data, we find that the optimal transfer payment exhibits an inverted U-shape with per capita GDP, emphasizing its roles in incentivizing local expenditure  efforts. Specifically, we quantify the effects of information asymmetry, local governors' competitive motivations, and economic fluctuations on the design of optimal transfer policy.

赵煦风，西南财经大学财政税务学院讲师，经济学博士，硕士生导师。主要研究地方政府财政理论研究与最优税收理论，在《经济研究》等期刊发表数篇论文。博士学位论文获得北京大学优秀学位论文。主持国家自然科学基金青年项目、教育部人文社会科学青年项目等多个项目。
