讲座题目：Trade Liberalization and Institutional Evolution: The Impact of WTO Accession on Intellectual Property Rights Enforcement in China
讲座摘要：This paper examines the impact of China’s 2001 accession to the World Trade Organization （WTO） on the enforcement of intellectual property rights （IPR）, exploring how trade liberalization drives institutional change in the world’s largest developing economy. Drawing on a comprehensive dataset of IP litigation cases from the PKU Law database （2000–2010）, we measure enforcement strength through plaintiff success rates and compensation ratios across Chinese prefectures. We construct a prefecture-level trade shock index based on tariff reductions post-WTO accession, exploiting regional variations in industrial composition to identify causal effects. Employing econometric models with prefecture, judge, and time fixed effects, we find that regions experiencing larger export tariff shocks exhibit significantly stronger IPR enforcement, a result robust to alternative measures and estimation methods. Heterogeneity analysis reveals that trade-exposed regions align more closely with the TRIPS Agreement’s national treatment principle, favoring foreign plaintiffs and reducing local protectionism and favoritism toward state-owned enterprises. Mechanism analysis, using IP-related keywords from government reports, confirms that trade shocks heighten local governments’ focus on IPR protection. Economically, enhanced enforcement attracts foreign direct investment, particularly in knowledge-intensive sectors, and boosts firm-level R&D, with pronounced effects for foreign and private enterprises. These findings highlight WTO accession as a catalyst for institutional evolution, bridging trade liberalization with legal reform and offering insights into how global integration shapes domestic institutions in developing countries.
